Organization

The new Roman Senate (i.e. Senatus Forum Regionum) is a Matrix Organization. A cabinet of portfolio directors is responsible for the 10 Directives. Secondly, each regional legal entity is led by a Consul, according to hierarchy levels. This two-dimensional grid implies that Senators in the field report to both senior Consuls as well as senior Portfolio Directors. These 'Field Senators' could be regarded as Programme Managers.

Senators are elected by an assembly of democratically elected regional Governors (Government at the Regional level), who, in turn, elect Officials for the remaining Consul positions. In order for someone to be elected as Senator one of the criteria is Roman Citizenship. In order to be elected as a Consult of a higher level of jurisdiction, you also need to be a member of Knights Universalis, an elite group of worthy individuals according to the highest possible standards of Chivalry and competence.

Each higher level of regional jurisdiction applies the Management-By-Exception principle to control lower level jurisdictions, from the Federal top-level to the Regional level.
