Organization
The new Roman Senate (i.e. Senatus Forum Regionum) is a Matrix Organization. A cabinet of portfolio directors is responsible for the 10 Directives. Secondly, each regional legal entity is led by a Consul, according to hierarchy levels. This two-dimensional grid implies that Senators in the field report to both senior Consuls as well as senior Portfolio Directors. These 'Field Senators' could be regarded as Programme Managers.

First Senator Lukasz Rosinski
As First Senator of the Senatus Forum Regionum, governing the meta-physical Meridian of Aeterna, Lukasz Rosinski is Consul at the Federal Level, which gives him the right to elect his Cabinet. He is waiting to promote exceptional Knights Universalis members for the positions of Consul of the Byzantine Empire, Angevin Empire, Arthurian Britain, Royal France, and the City-State Trieste, to support him. A more mature Senate will later elect such candidates, targeting other jurisdictions as well.
The Heraldic Blazon of the First Senator

The sovereign achievement of the the First Senator acts as a formal heraldic mandate, providing visual proof of the sovereign rights and titles vested in his person. It features the Double Cross of the Jagiellonians, anchoring the office in the Polish Royal tradition; the Three Crowns of the Arthurian Legend, symbolizing the protectorate over Britain; and the Fleurs-de-lis, representing the historic and legal succession within Royal France and the Angevin Empire.
Senators are elected by an assembly of democratically elected regional Governors (Government at the Regional level), who, in turn, elect Officials for the remaining Consul positions. In order for someone to be elected as Senator one of the criteria is Roman Citizenship. In order to be elected as a Consult of a higher level of jurisdiction, you also need to be a member of Knights Universalis, an elite group of worthy individuals according to the highest possible standards of Chivalry and competence.
Each higher level of regional jurisdiction applies the Management-By-Exception principle to control lower level jurisdictions, from the Federal top-level to the Regional level.
